I accepted an offer to join a BB coverage group in early spring of last year (~May/June 2017) but HR hasn't reached out yet to get my background check or transcripts.
Could someone who recruited for summer 2018 internships provide some color on this? Did HR reach out to you? After you accepted the offer, what was the deadline to submit background check and turn in transcripts?

I doubt you have to reach out. You should get an automated email from HR. I interned at a BB last summer and got the new hire documents in April
HR invited me by email last month to visit the company's office in April to hand over transcript, etc.
