What is basic shares outstanding? How to find it in 10K?
I am calculating [Diluted shares outstanding = Basic shares + In-the-money options - Shares repurchased under TSM]. However, I do not know what the "basic shares" here exactly means. Does it refer to the number of "Weighted Average Shares Outstanding" in Income Statement or the number of "Common & Preferred Stock Outstanding" in Balance Sheet? The textbook I use said that a company's most recent basic shares outstanding count is typically sources from the first page of 10-K or 10-Q. However, I just found one relevant sentence which is "As of January 31, 2017, there were 28,772,830 shares of the registrant’s common stock, par value of $0.01 per share outstanding." So, what does "basic shares outstanding" means here? Thank you!
Basic shares outstanding is the number in the cover of the 10K/Q, which sounds like what you're quoting in your post (not knowing the stock to which you're referring).
EPS figures often use weighted average shares outstanding for the period, but you want the most recent / end of period figure, which is what's on the cover.

The number on the cover page is 28,772,830 shares of the registrant’s common stock outstanding, while I found the Weighted Average Shares Outstanding (Basic) in Income Statement is 29,265,000. I am very confused which one is better to use for the calculation of the Fully Diluted Shares Outstanding (TSM)
