"Good non-target school" is an oxymoron. Rutgers is not a target school; thus, it is not good for banking. However, your gathered evidence showed that it is possible to get into top IB firms from Rutgers. What does this say? Absolutely nothing about Rutgers as a school. Rather, it shows that there are hardworking individuals at Rutgers who were able to get into those firms.
TLDR; there's no point in classifying non-target schools further from the obvious, less known schools to state flagships. Rutgers is fine but it does not give you an advantage. I have a lot of friends in Rutgers (I'm from NJ) that went to great companies in a variety of fields, but none have said that their school has particularly helped them.

Define "several" and the time frame. I'm sure I could find 30 or so people that went to BBs from Utah State if I looked hard enough.
