Are Promotion Related Raises Across Consulting Taking a Hit?

Consultant at a T2 firm based in Toronto and currently up for promotion (4YOE).

Promotion related raises at my firm previously ranged from 20% - 40% of base salary depending on performance evaluations. Starting last cycle (January 2025) raises were capped at 10% and it’s looking like this will be the new norm going forward at my firm. Additionally, a harsher to promotion criteria has been introduced (minimum YOE, higher utilization standards, additional training requirements, etc).

Wondering if others are experiencing the same across their respective cities / firms?
