Neither is really a target. If those are your two options (assuming this is for undergrad), pick the one where you're a better fit, will make friends, and will get involved around campus.

I wouldn't bank on any of the MBBs targeting either of those schools, so don't pick schools based on that. Even if Bain is trying out some on-campus events at OSU (which I can't confirm), a lot can change in the recruiting world in 3-4 years, especially for schools that aren't a core part of MBB's recruiting strategies. (And tbh you may or may not be interested in consulting in 3-4 years).
What do you mean by “Bain is at OSU”? I went to OSU (graduated a couple years ago) and while I’m sure we send a couple people to MBB a year, I’m not sure any actively recruit there
