ERP implementation dilemma

So a newbie MBA at an IT consulting firm is asked to develop a model that would help in identifying which one firm to start with for a phased (no big bang) ERP implementation in a conglomerate. Can someone advise or give any pointers ? Data regarding the firms are at hand but can't be shared. :( Thanks in advance.

I think they are going with Oracle or something. So, should the smallest firm be the lab rat or identify a lean period for implementation etc. are where my concern is to build a model.
