I'm a lowly Big 4 consultant but we have a late night travel expense policy for ubers and such. Granted, you might go to the office twice a year even if you are on the bench, and the firm covers all public transit and carpooling costs.

Yes, but be reasonable. If you regularly expense Ubers you take at 21:01/21:02 it may be technically ok but will not be looked upon favorably.
