How do you even get an interview if your coming from a non target school? All my resumes are just getting rejected.

You need referrals. You need to network heavily from a non-target. Are you a senior?
(PhD candidate here) Sometimes it's just a crapshoot. I had zero interviews one cycle and half a dozen the next without major changes to my CV. Improving your resume and cover letter to highlight everything you've worked on and diversity of experience helps. Make sure it's succinct and polished with no typos.
As said by AnonymousGoon, referrals are a major boost to get you through that first resume-screening stage especially at smaller firms.
