I heard that there are 2-3 months out of the year in total with 2 hours of work a week and that there's a ton of vacation and very little stress. How true is this?
I've also heard the work isn't very stressful.
I wouldn't call beach time a free vacation since you're usually using that time for intiatives like internal knowledge work or something. I also haven't heard of anyone doing 2 hours of work a week at any point. I also think the work is generally stressful but you have much more support and are treated way better than in banking.
I can't speak to all firms obviously, but to my knowledge, none of the major ones really fit the bill of what you're describing.
Unfortunately none of that is accurate. Getting months of bench time is uncommon, and if you did get it you'd be very stressed since it means either (a) your practice isn't doing well and/or (b) you're not doing well since people don't want to staff you. Also, when you're on the bench you typically get roped into supporting proposals and other firm initiatives, which while typically less stressful than client work, it isn't nothing. Finally, the work typically is stressful in strategy consulting, even if less so than banking (I haven't worked in banking though so cannot compare)
How common is it for bankers to lateral in to consulting vs recruiting out of MBA?

Inaccurate on all accounts (at least at MBB). I’ve never been in between projects more than a few days, and even when you are you’re usually working ~9-10 hours per day. The 2 hours per week comment is so weird it’s hard to even address. When on a case we usually pull anywhere from 55-70 hours / week. There is also a great deal of pressure because of up or out.
