Internal Transfer vs External Hire

Hey everyone,

I was wondering which tends to be easier in the larger consulting firms (Big4, Accenture, etc)- internally transfering to another branch (Federal to Commercial) or going into the desired branch as an external hire from another firm (again Federal to Commercial)?

Thank you
