Is public policy a quantitative undergrad degree?

I am a freshman at an MBB target school. I would like to enter the tech sector of consulting but have no interest in CS. Long-term, I would like to be doing business operations/strategy at a silicon valley tech giant.

When it comes to an undergrad major, my research has led me to believe it's smartest to choose a major that 1) you enjoy 2) you can get a good GPA in and 3) is quantitative/analytical.

For the first two, Public Policy is the major that comes to mind. I do also see myself pairing it with two minors, one in Economics and one in Statistics (on the Data Science track), however, if the degree was solely a BA in Public Policy (with no Econ/Stats minors) would a recruiter find this enough to pass the analytical test? Are the two minors enough to compensate if they do not find PP analytical enough?

Any advice would be much appreciated.
