Why is that? If it’s because you think I’m some sort of elitist for calling those schools ass, it wasn’t my intention to come of like that. They just aren’t good for consulting recruiting, but I’m sure they’re great institutions otherwise.

Although his comment was crude, he was right. Neither school is a target for consulting. Not saying you can't break in, but it will be an uphill battle from both. If these are your two options the clear decision factor should be: Do you want to live and work in the US or the UK?
Depends on where I choose to go. If I choose to study in the uk then live in the uk. Same goes for US.

If you don't care where you live, I'd probably go for Manchester. Neither is seen as a target, but I think Manchester can send some people into tier 2s or big4. If I were you, I'd check for alumni on linkedin to get a better picture.
