Is it common to not get an interview invite even with a (high level) referral during this pandemic? From browsing the forum it seemed like having a referral pretty much guaranteed an interview, though I'm from a non-target so I may not have gotten one even during regular times. Who knows.

No offense, but don't give advice until you've recruited yourself and gotten an offer at a respectable place. You don't know what you're talking about quite yet, so focus on your own path, and once you've made it, give others your tips for success
