T1/ T2/ T3 Cities

Interested to know what people mean when they reference T1/T2/T3 cities. Is it how good the city is to live in or how good it is for consulting?

I would think NYC and San Francisco are T1 without a doubt but what about the other cities. I heard a lot about Texas like Dallas, HTX, and Austin but how do they rank?

I want the best opportunities for career growth/salary while paying loans and living a little. Let me know you think
