Why is McKinsey taking so long to answer?

About a month ago I went through my last interview at McKinsey. I followed up a couple of weeks later and, when they finally answered, they said they were trying to schedule a time with the partner who interviewed me to call me and that they would confirm when the time was scheduled. I haven't heard back for a week. Why might they be taking so long to call?

What hypotheses do you have? Here's a few off the top of my head:

  1. You didn't get the offer, so calling you back isn't a priority (unfortunately, this is my take on the most likely outcome)
  2. You're not top choice, so they're holding on to you in case somebody else rejects their offer
  3. The partner is just busy, maybe they even still have to decide if they're hiring you
