MS Disabled?

Can someone point me to a discussion / thread / any topic where it was decided or suggested that MS be limited? I ask because I'd like to see what the logic was behind limiting people's ability to downvote stupid shit from other users. If someone says something that lacks common sense, it would seem logical that users should be able to downvote them to kingdom come. If MS is to be limited, then SB's need to be limited too. Similar to how it says "MS is limited on your account...." it should read "you can't give any more SB's until you're off the hype train." That or MS should be unrestricted again.
