What is going on with private messages?

For the past few weeks, I'm completely unable to use the PM function. I've had a few people PM me and I would love to answer and help them out with their questions, but it's impossible.

It looks like the style sheet for the website is getting stripped away, leaving me without any sort of reply button or skin when I open a PM. Occasionally, I can still read it. Other times, I can't. I've tried in Chrome, Safari, and IE. Nothing works. Anyone else getting the same thing?

PM doesn't work in "busy" mode.
