Who would give the offer after a final round interview with a HF, would it be the headhunter or the HF team itself? Also, after final round, as have met the CIO, how long does it normally take to hear, is not hearing by the next day a bad sign?

They're probably still interviewing other folks. I'd hold tight for a week, and if no reply, probably not good news.
