Dumb associate who keeps requesting to work with me?

Hi guys, I work at a credit hf covering a few sectors. We have junior supports on the team. One of them keeps requesting to work with me but also requesting a lot of handholding. Just to be clear, he has 10 years of relevant work experience but needs handholding on diligencing business / write memos that make sense. I don’t want to work with him at all due to limited operating leverage. Also the kid has very poor judgement/ low EQ - think not good at conversations aside from repeating what others said, low emotional intelligence. We don’t really fire / say negative things to juniors but also I don’t want to keep wasting my time - he keeps requesting to work with me due to interest in the sectors. 

What’s the best way to avoid him? I’ve given his profile to a few headhunters saying he could be a good fit but not sure how else to avoid without being too problematic

Maybe bring up to your bosses / staffer / HR in a more casual setting but keeping it professional (i.e., not slandering his character, just saying you continue to try and bring them up to speed but it's becoming a challenge to maintain your level of work so would like to work with others instead). Giving profile to a headhunter is such a douche move; if I found out a co-worker did that, I'd be super pissed.
