It's difficult and useless to rank firms, especially when they aren't all the exact same type of firm. Jane Street/Akuna consider themselves as market makers, D. E. Shaw/Citadel/Two Sigma are more like quant HFs, Optiver deals with options mainly, etc.

That being said, out of the general list of quant firms, I believe Jane Street, Shaw, Citadel, Two Sigma are considered to be the top. HRT, Optiver, DRW are the next level, and Akuna, Wolverine, etc. would be the third. Hard to say when you can't really compare between firms and would just be comparing clout/brand name value.
