I would say Manhattan is fairly safe as there is always a lot of activity going around. That said I wouldn't walk alone in Central Park at night or in other areas where there is little traffic. Columbia/Morningside is generally safe, but if you want added security you should be prepared to pay extra for apartments that have a lobby/doorman instead of renting a walkup.

in the meantime take a look at this map. notice how the columbia area is purposely excluded from the boundaries of "Modern Harlem"

Agree with this - Harlem is north of 125 on the West Side and north of 96 on the East Side.
