Applying Externally to BB for IB when Internal Mobility Process Didn't Work Out?

I applied for the internal mobility process for IB at my BB and didn't get an interview. Do you all think it is ok for me to apply externally to the BB for its FT analyst program on its career website? Do you all think HR would not let me apply "twice" for the same position?
