Applying to an online lateral posting

What is the best way to apply to a lateral posting if you don't know anyone internally who can refer you or forward your resume along? Assuming I have good, relevant experience, should I be reaching out and cold emailing people in the group that I'm applying for?

Assuming you don't have any alumni in the group/bank, is it better to cold email front office people or HR people regarding a post? My thought is if theres no connection front office people might be less receptive (or even ding you) whereas HR people are used to be reached out to. At the same time, I'm sure front office people hold way more sway over the actual decision process.
