Associate salary freezed

Hello, have you ever heard of Associates not getting a pay raise going from one level to another? I am rather shocked but my bank (2nd tier bank) has not raised front office associates salaries in my team (likely applied to higher ranks too) because of tough environment, but they rather pay bigger bonuses at the end of the year. To be clear, salaries are not at the top end of the bucket here, but rather average.
