Bank re-posting the same job I just had a final interview for

I had a final round interview two weeks ago for an IBD analyst slot at a lower tier BB (think UBS/Deutsche/RBC) in a smaller-market city. One of the VPs I spoke to in this final interview assured me that I would be contacted regardless of whether or not I was the successful candidate. Sure enough, two weeks go by and I still haven't gotten a call or email from them. I even reached out to my HR contact at the bank a few days ago to check up on my application status and even she's ghosted me.

And then today I looked on the career site of the same bank only to find a new job posting for this exact same position with the exact same group in the exact same city. Once again, this is in a smaller market city and it's kinda a niche group so I can't imagine they have a huge headcount and constant hiring needs. So what's going on here? Are they testing the waters to see if they can get a better pool of candidates this time around so they don't have to "settle" for me? Or have they completely moved on and just forgotten that they said they wouldn't ghost me?
