Best time for IBD Rotation to another city (and how / when to ask)

Will be AS1 in the summer and interested in doing a rotation overseas for 1 year. Currently based in London at an American BB. Rotations are not a "formal" part of the programme here (unlike GS for instance, which I think sends everyone on rotation in the second or third year, either to a different industry team or city). What's the best way to approach this and who would you speak to first? I have only recently joined this bank (was at another BB before) - do you think it is too early to flag this after only being with that firm for 1 year? Talking about temporary rotation here, so would return to my current team after 1 year of being in another city. I was thinking of speaking to my staffer first before going to my MDs but curious how other people have successfully approached it.
