Calculating PV in excel

Hi -

Is there a way to calculate the present value of a stream of payments that start at a future point in time in excel? For example, I want to calculate the PV at 8/31/23 of $137 that is paid annually (starting 8/31/23) for 13 years, discounted at 13%.

But I can't specify payment dates with that. I don't want to calculate the PV today, but rather the PV as if I am doing the calculation on 8/31/23
