Calling the shots on SA recruitment

Just finished a SA in a top group at a top BB and waiting to hear back. What I wonder is that we're always told that the team is king when deciding whom to extend offers. If you fit, and they like you, you will get the offer.

On the other hand, retainement for this year SA in London sounds drastic (around 20/30% for a few BBs). So my question is: does each team receive a max number of people from HR they can hire?

What if the team likes three people out of three, or 4 out of 4? Who calls the shots in the end? How much influence do HR have, an how much associates and VPs in the team?
