I go to a non-target and generally, firms don't do much IB recruiting there. Occasionally, there is some back office recruiting.
However, we have the contact information for a lot of recruiters at banks of various sizes, even some funds in our school's career database.
How do you reach out to these people? Or are these names generally useless. Should I apply through them or through the company website.

Any time you can put yourself in a smaller group (not perfect phrasing but you get the idea) it is best to do so. Everyone has access to the bank site, not everyone has access to your school site. Hell, apply to both, most of the time you need to have a profile on their site anyways to go through the hiring process.
you will get nowhere by only applying through corporate websites especially for BBs. might have luck with a boutique. just curious but what school do you go to and do you know why your schools career database has contact info for these recruiters?
