I mean...who do you think makes job offers? HR only processes the paperwork. The MDs make decisions on hiring juniors.
Yes yes and YES. I got every internship and job directly through an MD or VP that I met through networking. If they want you on their team, HR is an afterthought. You meet them and they think "I LIKE THIS GUY, I want him to work with me" and the rest is history
MD can say yes only if he asked the HR coordinator very nicely if she feels he is correct in bringing you on. If she gives permission and tells him he isn't a dumbass, you are set.
