I have had good success emailibg alums in the past but have seen a drastic decline in responses in the past week. I reached out to about 20 people during the past 3 days but none have responded.
Is it too late to reach out to people for SA recruiting or are people just busy after Sandy?

SA recruiting really hasn't started yet.
I'd say now is a pretty good time to email for sure, and the SA recruiting has definitely begun for most places. Just keep at it and it should work out. Often times they are just busy (I've had bankers end up replying in 2+ weeks). Additionally, sometimes they read the email and pass your name immediately onto HR - I've been contacted months after emailing an alum from HR and told that he passed my resume along (though he never actually responded to me).
Don't give up with cold emails. You can never have a network too big and I know people continue to cold call/email into February and March.
