I cold emailed a MD at a small IB boutique, and he explicitly said that HE did not want to set up a time for an informational interview. Would it be rude to ask him for a referral to someone else in the boutique or to cold-email another MD at the same firm? Thanks for the responses!

Don't email MDs
I've cold emailed MDs before and gotten bites. You want to make some sort of connection with them though - same school, favorite football team, likes poker, whatever...
The guy said it was a small boutique firm. While this is sound advice for larger banks that usually have a structured hierarchy, it may not apply to a small firm that has fewer worker bees (i.e., analysts/associates) and deal managers (VPs). I would always start at the Associate/VP level, but this isn't always an option.
As for the OP... I would just leave it. No need to follow-up.
Ask someone else. Don't waste time on long shots when there are thousands of other people who are probably much more willing to help.

I'm not sure "rude" is the right word. I simply don't see any upside in shooting emails to other members on the team. Don't waste your time. Besides, there are PLENTY of people who you can informational chats with.
Try emailing some of the associates then maybe they will talk about you, its better than the MD not liking you but maybe one of the associates will want to help more than the MD... Kamikaze attitude my frriend, thats what works best.
I'd recommend emailing an Associate.
