Common practice for transfer students?

Is this a common practice for transfer students? Before admitting you, they want to make sure there is an agreement on the number of credits transferred. Isn't it a lot easier to admit the student first and worry about that problem later on? Do they do this in order for them to keep their accepted student admission rate higher? For them to do this, does that mean those students are already accepted?
