Current SA at EB: how to ask for a relocation for full-time

Current SA at an EB strongly interested in working for the same shop but in a different city if I was to receive a return offer.

Can anyone provide insight into how to navigate asking to be relocated to a different city? I understand I should obviously focus on securing the return offer first. But, should I express interest in wanting to be based in a different city through the duration of the internship or should I wait until after receiving the offer when I have some leverage.
