I'd begin looking into Big 4 transaction services. It is much easier to obtain and offers the ability to provide transferable skills to banking. You can keep networking with your target banks, and if anything opens up, your name will be at the top of the list.
Bottom line is if you really want banking and take the necessary steps, you'll get in. It may just not be on the schedule you planned. Suck it up and keep at it.

You have to be in the place you want to work in for networking and interviewing purposes. Why bother to follow up with you when the banks have 100 candidates on their doorstep?
Why not try working in London for a year or 2?
