Do International Positions Still Exist For Juniors In Hong Kong?

Currently in S&T on a rotation program from an overseas office. Rotated to Hong Kong office recently and met with some former connections in the past... the general consensus from the guys I spoke with (5-10 ppl so pretty small sample) is that it's probably not possible for me to lateral to a permanent role in HK - reason being is that foreigners are more expensive or more unpredictable... the people I spoke with range from ASO - D

Is this true? What do you guys think? Any success stories from people who managed to lateral after a secondment from an overseas office?  Main reason I'd be interested in the HK office is because my local office isn't a financial center (not ldn/us/hk)
