Do you need to network for diversity programs?

This is probably an extremely stupid question, but do you need to network for these diversity programs? (ex. Goldman Sachs Possibilities Summits, Bank of America Careers Launchpad Diversity & Inclusion Forum: Market Makers...) They are not technically internships but also they are competitive (I am assuming). Is it basically for every single event you reach out and network for a referral?
