Can we talk about the new regulation going through Congress?

What does it actually entail? It's a 10000 page bill, but everyone talks about just 1 or 2 points in each article I read.

Does anyone have a good understanding of the bill and what might actually get passed?

...or, instead of asking people to summarize and analyze such a long bill, does anyone know any particularly good sources that summarize/analyze it, ie not just superficial wsj/news fluff?
