I see some people with MD titles in my office, and from my understanding of their department it doesn’t seem like it's revenue generating, yet they have Managing Director title
When I think of Managing Director, I think leader of revenue generating roles. Are there MDs of risk management and MDs of compliance as well?

Yes. The titles are the same: analyst, associate, VP, Director, MD. Some firms may have different names and titles in between.
Every department has it's own system, I'm sure somewhere in the world some bank has an MD of Stationary.
