The best way is to not ask them. That ridiculous, there's only one reason someone would explicitly ask that. The only way to really figure it is either:

1- know someone who has recently been hired by them who wouldn't give a shit if they saw you smoking a blunt or blowing lines off a dead hooker's breast

2- ask for a an outline of their new-hire on-boarding process, or rules and procedures for HR or something

or... 3- you could always just call a random HR person and want to know if they do drugs tests... if she asks for your name and number say you'll call her back or something
