With OCR starting soon, many contacts who I talked to on the phone but never met in person will be coming to campus. Beyond going and talking to them when I see them at the event, is it appropriate to email them asking if they will be attending? If they respond that they are, would it be bothersome or too forward to ask them to meet up for coffee outside the OCR events?

You can do it, just don't be too pushy, say something like "if you are going to attend then we could catch up and get a beer together" Obviously, if you have multiple contacts who know eachother don't send the same message to all of them
Yes, but from my experience odds are they will just say "lets connect in person at/after the event".
