What does a fully priced stock and an inadequately priced stock mean compared to its peer group through comps?

Also, once you have a comps analysis (public and precedent transaction) set up, how do you determine specifically whether the stock is fully priced, fairly priced, or inadequately priced, assuming you have common enterprise and equity multiples?
