Getting a phone screening by an HR intern

Has anybody experienced this? I looked up the recruiter's name to get an idea of the interviewer's personality and etc, and it turns out the person is either still in college or recently graduated and interning at the firm. Is this normal? I mean, sure it's only a phone screening but I was expecting to get some technical questions on first round too (it's for ER at MM).

I've had some phone interviews that last 10 minutes and were not technical whatsoever. This was done by a younger HR rep. These will most likely be general info about you and a quick overview of your resume, and then them describing the position and the company itself, and maybe asking you about what you know about the position and the company.

Most of the more technical phone interviews I have had were not from people in HR but from higher ups / hiring managers.
