I would say september/early october - and just bear in mind that depending where you will sit for the GMAT, there may not be a lot of open spots at the exact dates you would like to sit for the test
If it is your first attempt at the GMAT, you really should have taken it by around now. If you need a second attempt at the GMAT, you should do that sometime in September. You really shouldn't pick your target schools until after you've taken the GMAT or at least have a very good idea as to what you'll score. Second round apps are mostly due the first two weeks in January, depending on the schools you apply to. Budget SIGNIFICANTLY more time to writing essays than you think you'll need. In terms of timing for recommenders, the more time the better. Just make sure you don't ask them to write a rec and then change your selection of school. Also, some recommenders will want to read your essays before they write their recs, which can mess with your timing as well.
