If you are transferring within a company your corporate attorney will tell you the details, every company has their own strategy/rules and ideas.

It can be O, L, E, H, etc

E would work best if both the candidate and the sponsoring entity have the same nationality, O is more towards special abilities, L is the transfer one, H is commonly known, ..

There are various ways of dealing with this scenario - ask HR or your in-house counsel. A company could also sponsor a green card at the same time or later on. It all depends on so many details we don't have.
