There was a post a while back about how to get resources to program and administrate a new website. I am not sure of the original intention of the OP, but I think he was asking about sourcing the work to India. Someone (IP I believe) chimed in with the recommendation of getting a top CS major and gave suggestions on what to look for.
I've scoured the search function, but can't seem to find this old post. Does anyone remember it? Can anyone provide a link for it?
I remember that the responses were very helpful and it's applicable to me right now.
