HELP: Too late for SA 2020?

I'm currently a junior from a non-target who has no immediate family or friend connections to IB or CM so I wasn't aware that recruiting moved so fast. Is it still possible to land 2020 SA roles in IB or CM with anyone (regional firms and smaller boutiques maybe)? Is anyone still hiring at this point? If so is it just best to cold call and email to get my resume in front of them?
