how rare
is it for sophomore to have a PE or banking internship (at any firm, not just BB) during their summer? how much weight does this hold for junior applications?

no its not rare. especially if you're at a target.
What kind of answer do you want here? "Semi-rare"? I don't know how to quantify it, but it's not that unusual. Obviously its much more common to get a banking internship after your junior year, but I know multiple sophomores at my non-target who have done it.
Banks will be on the lookout for even more reasons to ding you, just be on your game.
It is more the exception than the rule. There are a fair number of sophmores that may make it into the mix through connections/networking, etc. Generally most people do their internship after their junior year. Although any experience you can get working in finance would go along way, even if it is local PWM office.
