How to follow up again?

Got put in touch with a VP at a bank through a friend. I emailed him and he seemed very impressed. He referred me to the hiring manager. I took a while to email the hiring manager (2-3 weeks) due to finals and genuinely having a lot of shit on my plate. However I emailed him two weeks ago and he still hasn't replied. Should I try to follow up with him again? Or should I follow up with the VP?. If I should follow up with either of them, what is it best to say?

Seriously two weeks to send an email it takes 20 minutes even less to type a 4-5 sentence email. Since its been two weeks since you emailed the hiring manager, lets assume he was on vacation or something so it makes sense he didn't get back to you.

E-mail him saying "Hey I am following up on my earlier note to schedule a phone call or to inquire about xxxxx position". Something along those lines. If he doesn't respond in a week give the hiring manager a call. Networking is about following up a week to two weeks if they don't respond to your original email.
