I say think because I’m somewhat surprised that a major institution like that would do that to a candidate. Seems incredibly unprofessional and has never happened to me before. Is this normal? Or am I overthinking. I’ve sent 3 emails, with the third one letting them know I have another offer so I needed an answer.

Unfortunately, ghosting is not uncommon, even from large institutions. If you have a contact at the group specifically, then reach out to that person rather than HR, but that's still no guarantee of a response.
It's happened to me before. Try to get hold of HR or possibly a connection within the firm. Sometimes you just have to ignite the fire within
